RULES OF SERVICES of the LIBRARY OF DEPARTMENTE OF LAW AND ECONOMICS OF PRODUCTION ACTIVITIES

Introduction

This Regulation describes and governs the operating mode, access and use of Library services and is published on the Department's website. This Regulation is in compliance with the Framework Regulation for the organization and delivery of services to users in the network of the Librarian Welfare System, issued by D.R. n. 1963 of 18/08/2014.

Art. 1. Name, purpose

The Department of Law and Economics of Productive Activities, hereinafter referred to as D.E.A.P., is the result of the aggregation of the Institutes of Private and Community Law, Labor Law, International Law and Business Economics. It is specialized in the disciplines related to the aforesaid institutes.

In relation to the physiognomy of the collections owned by the library of the D.E.A.P. has the following aims:

• collecting, storing and providing bibliographic and documentary material for study and research to its users;
• fulfill the institutional functions supporting the research and teaching activities of the Department's disciplines;
• participate in collaborative projects with other national libraries and institutions, promoting formal reciprocal agreements in order to share resources and services in the form of free reciprocity;
To participate actively in the realization of the projects and services proposed by the network of the Libraries Library (SBS), of which the Library is a part.

Art. 2. Opening Hours of the Library

The opening timetable and the timetable for the services and reading rooms are posted at the entrance of the Library, as indicated on the Department's website and on the Information System pages of the Sapienza University and the Lazio Region (Si Libraries).

The Library will observe the following standard hours: Monday to Thursday from 9.00 to 17.00 and Friday from 9.00 to 13.30. The opening of the Library, with consultation services, publication loans, and bibliographic research, is guaranteed throughout the year, except for the Christmas, Easter and August holidays. Any variation of the established time and the suspension of the services, also in relation to the specific needs and availability of staff, will be promptly communicated with appropriate paper alerts at the entrance of the Library and by means of an indication on the website.

Art. 3. Access of Users in Reading Rooms and Admission Modes

Access to the reading room is free.

Upon entering the library premises, the user must provide a valid identity document to the loan bench staff and register.
1. Users are given an input number to be returned at exit time;
2. the Library does not have lockers for the custody of personal belongings; therefore, the user, whenever he / she is temporarily out of the library, is required to carry his / her personal belongings and return his / her entry number. The user is also required to leave his / her place free in case of prolonged absence for more than thirty minutes;
3. the Library is not responsible for the personal belongings or other objects the user introduces to the library, or for the forgotten personal belongings or other objects left unattended.
 

Art. 4. General rules and rules of conduct

Users in the Library:

1. must comply with the provisions of this Regulation;
2. must behave in a manner consistent with the decorum of the place;
3. must handle all the material entrusted to them with utmost care and to preserve it from any kind of damage;
4. may only introduce study objects to the Library;
5. can use laptops and tablets.

It is forbidden to use computer tools for purposes other than the consultation of authorized sites and local access electronic resources provided by the library. When using IT workstations, ethical behavior and good network usage standards are required: the user is directly responsible for the use of the service, including aspects related to the violation of protected access, copyright and Of licenses;

It is forbidden to disturb study and work; smoking or eating foods in reading rooms; to use noisy equipment; an improper use of the furniture, equipment, and environments of the library.

 

Art. 5. Services

The Library provides the following services:

- consultation on site of the bibliographic material possessed, on of paper and electronic support;

- book loan at home;

- interlibrary loan and document delivery;

- consultation of databases on CD-ROM or online

- acquisition of bibliographic material in paper or online format (monographs, periodicals, databases) after evaluation by the  Library Commission;

- Internet access for study and research purposes (via wireless or dedicated IT workstations);

- communication and promotion of services (web pages, brochures, etc.).

Online Catalog Services: By accessing online services from OPAC, the user enrolled in the Library can access a personal space through which to book volumes (for example, for collections stored in premises not accessible to the public or not pertaining to the Library Or in external warehouses), register searches and bibliographies, examine your loan situation, and suggest any purchases.

References (research orientation and bibliographical information) - Services for teaching and research. Research support is provided by the staff of the Library, assisted by basic reference and / or specialist bibliographic information and guidance, through individual referral meetings, through remote assistance and by organizing information literacy courses. The Library carries out teaching activities by collaborating with the teachers in order to provide students with the teaching material related to courses, examinations and theses.

The Library also participates in cooperative projects according to its human resources availability.

Art. 6. Reproductions
The photocopying service of documents held by the Library and carried out at external copyrights (one is located within the Faculty) is permitted for personal use only and under the terms of the copyright law (art.2 L. 248/2000).
The photocopying request must be authorized by a librarian.

Art. 7. On-site consultation, request for reading documents

The use of the Library for the research in paper and electronic catalogs and the consultation of the documentary heritage is permitted to all users.
Documents stored in the various bookstores should be requested upon registration of the consultation through a computerized procedure, at the same time the user is required to provide an identity document.

Before leaving the Library, users will have to deposit all the documents received in reading; those documents may be returned to the user only in the three days following the deposit (after that they will be repositioned in the closets).

Materials taken into consultation may also leave the library, but they must be returned within a day, no later than fifteen minutes before closing. It is possible to request up to 3 monographs and 6 vintages of periodicals at a time. The user can request other publications, after returning the previous ones.

Access to bookstores is normally prohibited to the public and is permitted, for particular needs, to the theachers and researchers of the Department.

Article 8. Loan and related sanctions

LOAN
All the institutional users of Sapienza (students, teachers, researchers, PhD students, scholarships, TAB staff and those who have a study report) are eligible for the loan, upon presentation of a document for recognition and inclusion in the automated system reader database,  and those that  work - even for a limited time, provided it is of an institutional nature - with the Sapienza University, the Polyclinic Umberto I, the Hospital Sant'Andrea and the Polo of Latina).

The loan is granted on a personal basis; It is forbidden to transfer to the third parties the works that have been borrowed. Loaned books must be returned at the expiration date shown on the form released when the book was withdrawn. However, the Library may, at any time, require early repayment of the work.
 
The service delivery is regulated according to the following scheme:

Teachers and Researchers of the Department D.E.A.P.
- Books Acquired With Research Funds : Number of documents: 20, duration of the loan: 360 days (renewable until the end of the search. However, the researchers guarantee the consultation of documents by notice and reservation.

- Books purchased with funds from the department : Number of documents: 15, duration of the loan: 50 days

- Students at the University (students, PhD students, faculty members, technical staff, etc.):
Number of documents: 5, duration of the loan: 30 days

- Students of other undergraduate universities or organizations : Number of documents: 3, duration of the loan: 30 days

- External people: Number of documents:2, duration of the loan:15 days.

It is possible to request the booking of volumes borrowed from other users.

It is possible to renew the loan by requesting an extension by the due date of expiry; the extension is only granted if the document has not been booked by another user.
 
However, volumes available will always be listed in the library's online catalog.

External users from other Universities, Research Institutes, or State Employees can benefit from the service by submitting a recognition document and a partnership application form compiled by their institution. Their records will be included in the automated system reader database indicating the period of admission to service of loan.

Excluded from the loan:

1. Handbooks and treaties not in duplicate;
2. Textbooks;
3. Periodic and miscellaneous publications, both loose and bound files;
4. Necklaces of legislation and jurisprudence;
5. Codes, commentaries;
6. Encyclopedias, dictionaries, bibliographic repertories;
7. Rare and valuable works;
8. Works before 1900;
9. Works not yet cataloged;
10. Electronic resources

SANCTIONS

1. Guarantees for the protection of the material covered by consultation services, local loan and interlibrary loan

a. The loan is personal. Users are responsible for the integrity of the borrowed documents, have to return them by the expiration date and promptly respond to any reminder.
b. Who is admitted to the loan is obliged to immediately notify  to the library any change of residence and / or domicile, telephone address or e-mail address.
c. At the time of delivery, the lender and the user are required to check the integrity, the document's preservation status and the special features of the specimen, as well as the presence and the state of preservation of any attachments. These elements, together with defects, imperfections and  any damage that may be encountered, which does not affect the retention of the requested document and thus allows the use and the loan, must be reported by updating the data to the SBN system.
d. Upon delivery of the document, the applicant signs a receipt with which he also undertakes to comply with the rules governing the service.
is. The Librarian System promotes student status checks on loans before the end of studies.

2. Obligations and penalties in case of delay in return, damage or loss of material

a. The user who does not return a loan document is prompted to do so.
b. After three days from the expiration date of the loan, and 5 days after the first reminder to the return of the material, the user will be disabled from the local and interlibrary loan service at all the libraries of the Sapienza University, for a period equal to the days of delay, until the regularization of his/her position. More serious cases may lead to exclusion for an indefinite period.
c. Anyone who damages or misses a document received on loan is required to replace it, which, in the opinion of the Director, may be made with another copy of the same edition, with a copy of a different edition provided that the same completeness and commercial value is not lower than that one of the document itself, or according to specific modalities provided by the internal regulations of the individual libraries.
d. The names of those users responsible for damages and breaches of the library regulations will be communicated to the Academic Senate for the measures of competence.
 
Art. 9 InterLibrary Loan and Document Delivery

The Interlibrary Loan (ILL) is carried out exclusively between Library Institutions. The service is provided in accordance with copyright law, for educational and research purposes. The total duration of the loan is 30 days from the date of shipment, up to 3 volumes on request (within 7 working days the notification of the availability of the material will be sent). The Requesting Library is responsible for the correct use and return of the material, which must take place within the prescribed deadline and "assumes the responsibility of the material borrowed from the time the material leaves the Provider Library until the time when Is returned intact ... The interested libraries will be able to submit requests through the Sebina Open Library system to:

The delivery of periodicals (Document Delivery) carried out under reciprocal arrangements exclusively between istitutional libraries and in accordance with the copyright law, can be requested through the NILDE, SOL and ESSPER system, citing the complete bibliographic reference of all the data needed to find the document (max 5 copies per request) to:

Valuable material, or in any case susceptible o damaging, may only be reproduced on the permission of the Library Director, in compliance with current copyright law, and subject to the particular limitations to which the use of the specimen may be subjected .
If payment is required for reproduction, payment must be made in accordance with the applicable tax regulations.

Terms of Service:

The institutional user, through the library to which he is registered,  may request material not owned by the Sapienza University, for teaching and research purpose only, and will attempt to respect the rules dictated by the Library regarding  times, modalities of use and any refunds for expenses and services. Payment must be made in accordance with applicable tax regulations.

For institutional users, interlibrary loan and copy service is free if documents are owned by libraries with which specific agreements and / or conventions have been concluded. In other cases, the costs are borne by the applicant.

a. For libraries external to the Sapienza University, with which agreements and / or conventions have been concluded for a balanced exchange of services, the supply of the material is free of charge. In all other cases, sending volumes from the Sapienza libraries is subject to a fee, in order to reimburse the costs incurred for the service.
b. Each pack is shipped by registered mail and must be returned by registered mail. Any shipments by priority mail or courier will have to be agreed upon with the lending Library that will take charge of it.
c. The fees for the recovery of the costs related to the provision of the service are determined by a special tariff approved by the SBS Committee. The fees will be applied in compliance with the current tax regulations
d. The amounts, payment methods and the related specifications are communicated by the individual libraries that provide the service.

Art. 10. Final Rules

Except as provided for in this Regulation, the provisions contained in the aforementioned University  framework Regulations apply.
