Government

CIRPA consists of three bodies:

1. the Scientific Council;
2. the Director of the Centre;
3. the Management Board.

The Centre's Scientific Council is composed of:

- One member appointed by the Rector of each Contracting University from among the tenured professors who are members of the Centre;
- Two members elected, by the procedures set out in the electoral regulations, from among the Centre's research staff from the contracting universities and appointed by the Rector of the university to which they belong.

The Scientific Council may co-opt one member by unanimous decision from among relevant scientific figures in the field of studies and research in environmental psychology.

Representatives of the C.U.N. and organisations interested in the Centre's activities may be invited to attend meetings of the Scientific Council.
The Council's term of office is three years.

The Scientific Council establishes the general lines of the Centre's activities, takes all decisions of a scientific nature, draws up and annually submits to the competent bodies programmes and final reports on the Centre's activities, broken down by location and source of funding. It takes every initiative to achieve the purposes of the Centre as outlined in Article 1 of this deed. In particular, it approves the Centre's budgets and final accounts, prepares the Centre's internal rules and amends them upon justified proposal, with a 2/3 majority of its members.

The Scientific Council deliberates on any other matter submitted by the Director.
The Scientific Council approves requests for new memberships to the Centre.

The Director performs the following functions:

a) He represents the Centre with a mandate;
b) He convenes and chairs the Management Board and the Scientific Council;
c) He submits the budget and the final accounts to the Scientific Council for examination and approval;
d) Supervises the general operation of the Centre and exercises all the powers that affect the Centre in any way.

The Director is elected by the Scientific Council of the Centre from among the full-time, tenured professors of the Council and appointed by the Rector of the
administrative seat; if the appointment concerns a lecturer belonging to another University, it may be made with the prior authorisation of the Rector
of the university to which the lecturer belongs. He remains in office for three years and may be re-elected up to twice consecutively.
The Director appoints a Deputy Director to assist him in performing his duties and replace him in the event of his absence or impediment.

Management Board.

The Management Board assists the Director in implementing the initiatives resolved by the Scientific Council, prepares the budget and final accounts and examines any other matter submitted by the Director.
The Management Board comprises the Director, who chairs it, and one member for each affiliated university, elected by the Scientific Council from among the lecturers and researchers who are members of the Scientific Council itself.
The Management Board meets at least once a year upon convocation by the Director.
The Director may also convene it whenever necessary; he is required to convene it at the request of more than one-third of its members.
The presence of at least half plus one of its members is required for the meetings to be valid; justified absentees are excluded from the count.
